Why isn't the US funding SL government demining activities instead of foreign NGOs?

What makes you think that Sri Lanka (or any other country) has a right to American funding for anything? America has problems of its own, and is under no obligation (legal or moral) to send its money overseas to anyone. Whatever happened to self-reliance?
