What kind of web cam should I buy?

We want to buy our parents a web cam so they can talk to our granddaughter. We want an affordable one (doesn't have to be top notch). We are hoping to get one for around $30 (no more than $40). I know nothing about them. Is this a realistic expectation? What other info can you give?
