Are earthly governments harmful/evil?

If you study the bible God told us to have government, not kings. A king has the last word, even overriding the word of God.And like money, it is neither good or evil till it has a mission. A good government would just be their to protect your rights endowed to you by your creator.A bad government would want to become the supreme provider, replacing God.It would want to provide your housing, food, healthcare,and would have to tax those who produce and redistribute it to those who have made government their god.
