How do you report US Military personnel?

Honestly if there is no smoking age there are no laws being broken! Now if there were pictures of physical or ual abuse by all means you should call the police and report it to the base. But since it was a kid smoking and there is no smoking age there is no law being broken. Was it morally right for someone to MAKE anyone smoke..no but legally there isn't a thing anyone can do about it.
